San Marino & the UK Opportunities and Collaboration Through the Double Taxation Treaty

The Consulate of San Marino in London proudly hosted on 4th November 2025 an engaging and forward-looking Webinar titled “Investing in San Marino.” The event gathered distinguished speakers, including Consul Prof. Maurizio Bragagni, Esq, OBE, and Dr Alessandro Belluzzo, to explore the growing landscape of business opportunities between the United Kingdom and San Marino.

A central theme of the discussion was the modern UK–San Marino Double Taxation Convention, a landmark agreement aimed at eliminating fiscal barriers and enhancing bilateral economic cooperation. This comprehensive treaty not only removes the risk of double taxation but also introduces exceptionally favourable withholding tax provisions—including a 0% rate on interest and royalties and reduced rates on dividends (down to 5% or even 0% in certain cases). Such measures, which in some respects are more generous than the OECD Model, create a highly competitive environment for investors and are expected to promote and expand genuine cross-border trade, investment, and financing opportunities between the two countries.

In addition, the treaty’s focus on the “Prevention of Tax Evasion and Avoidance” and the mutual exchange of information between the UK and San Marino tax authorities, such as HMRC, was highlighted as a crucial step toward transparency and compliance. This framework ensures both jurisdictions remain aligned with international best practices, fostering confidence and trust among investors and institutions alike.

The event’s main speaker, Dr Alessandro Belluzzo, brought exceptional insight and expertise to the discussion. Dr Belluzzo is the Founder Partner of Belluzzo International Partners and Trust & Wealth, and is based in London, where he specialises in wealth planning for individuals and family businesses. A graduate of Bocconi University in Milan, he holds dual degrees in Economics and Law, as well as a Master’s degree in International Taxation. He is a Barrister registered with the Bar of England and Wales and a TEP (Trust and Estate Practitioner) in the UK. He was appointed Officer of the Order of the Star of the Italian Republic for his leadership as President of the Italian Chamber of Commerce in the UK and for his efforts in strengthening ties between the Italian and British business communities.

The Q&A session that followed the main presentations featured excellent and thought-provoking discussions. Participants explored the practical implications of the treaty, including how businesses can best leverage its advantages and navigate new compliance requirements for entities with cross-border financial interests. The exchange of ideas reflected a shared enthusiasm for deepening UK–San Marino cooperation and underscored the importance of dialogue in shaping the future of international investment.
