Online Service for San Marino Civil Registry Certificates

Information for San Marino Citizens Residing Abroad

The Consulate of the Republic of San Marino is pleased to inform citizens that the Department of Foreign Affairs has activated a new online service for requesting Civil Registry and Civil Status certificates through the IOL – Istanze OnLine platform.

This new digital service represents an important step in simplifying access to consular and administrative services, allowing San Marino citizens, including those living abroad, to request official certificates remotely.

Registration on the Public Administration Portal

Before using the service, citizens must register on the Public Administration Portal:

https://www.pa.sm/portalepa/servlet/portalepa.hic.abilitazione.HRegistrazioneUtente?MTipo=I&MPasso=1&profondita=1

Registration is available to all San Marino citizens, including those resident outside the Republic.

Citizens who do not hold San Marino identification documents will be required to upload a copy of a valid identity document to allow the relevant office to complete the necessary checks.

For citizens living abroad, the competent office is the Department of Foreign Affairs and applicants should select the service:

“Comunità di cittadini sammarinesi all’estero”

Once the verification process has been successfully completed, access will be authorised.

Requesting Certificates Online

After registration, certificates can be requested through:

IOL – Istanze OnLine
https://www.pa.sm/iol/Portale

On the first access, users must request activation of the service by selecting “+ Nuovo” and choosing “IOL” from the list of services available to citizens.

Through the online portal it is possible to request, including by delegation, the following certificates:

  • Birth certificate
  • Death certificate
  • Marriage certificate
  • Civil union certificate
  • Citizenship certificate
  • Family status and residence certificate
  • Residence certificate
  • Family status certificate
  • Single status certificate
  • Widow/widower status certificate

For applications concerning minors, the consent of the other parent is required. The relevant form, available on the portal, must be completed, signed and accompanied by a copy of the identity document of the parent who is not accessing the portal.

Any applicable stamp duty will be paid directly during the online application process.

Digital Certificates

The requested digital certificate will be made available directly within the IOL platform and will be officially signed by the issuing office through a qualified electronic seal (e-seal).

Legalisation and Apostille

Please note that legalisation and Apostille procedures are not managed through the IOL platform.

If a certificate requiring legalisation or Apostille is needed, citizens must:

  1. Submit the certificate request through IOL;
  2. Collect the paper certificate from the Civil Status, Demographic and Electoral Services Office;
  3. Submit it to the Ufficio del Registro e Conservatoria, which is responsible for completing the legalisation or Apostille procedure.
